Turbo Surfacing installs artificial grass, poured in place rubber, epoxy floors and polished concrete across Los Angeles County for property managers, schools, churches, HOAs and homeowners. Key takeaways
- Los Angeles County is renter heavy, with a median home build year of 1965, so many jobs involve older concrete and property managers.
- County Waterworks Districts and the Metropolitan Water District exclude artificial turf from their turf rebates, and LADWP has its own rules.
- NOAA normals show July highs from about 69 degrees in Santa Monica to about 94 degrees in Santa Clarita.
- AB 1572 ends potable irrigation of decorative HOA common area turf on January 1, 2029.
- Estimate requests receive a response within 24 hours.
Los Angeles County is the biggest and most varied market we serve. Beach neighborhoods, dense urban blocks, canyon communities, the San Gabriel and San Fernando valleys and the high desert all sit inside one county line. Jobs range from a single garage floor to a courtyard at a multifamily building to a school playground.
Turbo Surfacing has more than 15 years of installation experience and brings it to Los Angeles County property managers, school and church administrators, associations and homeowners. This page covers what the Census and NOAA data say about the county, which water programs affect turf projects here, and how to prepare for an accurate estimate.
OpenStreetMap records Arroyo Seco Park and Aldama Elementary School as named local features; these map references are not Turbo project claims or confirmation of current public access. Keep the park circulation drawing distinct from the school campus boundary when requesting county-wide pricing.

A renter heavy county with older concrete
The Census Bureau's 2024 five year estimates count about 9.81 million residents in roughly 3.42 million households. Owners occupy 45.9 percent of households, which means a little over half of households rent. The median home was built in 1965, the oldest midpoint of any county we serve.
Those three numbers shape the work. With so many renters, many of our projects start with a property manager, a landlord or an owner of a multifamily building rather than a single household. The decisions turn on durability, tenant safety and how little downtime a job can cause. With a median build year of 1965, a great deal of the county's concrete is old enough to show settling, spalling and lifted joints, so grinding, crack repair and new coatings are routine.
Among the 26 larger communities we list, the spread is wide. The median build year runs from 1946 in Altadena to 1987 in Santa Clarita, and owner occupancy runs from about 20 percent in West Hollywood to about 80 percent in Rancho Palos Verdes. A walkway repair for a West Hollywood building and a turf replacement for a Rancho Palos Verdes yard are very different conversations.
Marine layer, basin and valley: climate across Los Angeles County
NOAA's 1991 to 2020 normals, using the nearest station to each community, describe the range. Average July highs run from about 69 degrees in Santa Monica to about 94 degrees in Santa Clarita. Days at or above 90 degrees run from about 1 a year in Santa Monica to about 87 in Santa Clarita. Annual rainfall runs from about 12 inches in Cerritos to about 23 inches in Monrovia.
Of the 26 larger communities, 6 sit within about five miles of the coast, 9 are five to fifteen miles away, and 11 are farther inland. For surfacing that means:
- Coastal and near coastal neighborhoods need drainage, clean base prep and moisture checks on slabs before coatings.
- Valley and foothill communities see long hot spells, so shade, surface color and maintenance schedules deserve attention on turf and playgrounds.
- Foothill communities with higher rainfall need well planned drainage so water leaves the base quickly after storms.
We look at each site on its own terms, because a courtyard shaded by a building can behave very differently from an open lot a mile away.
Turf rebates and water rules in Los Angeles County
Water service in the county is fragmented, and so are the rebate programs. The Los Angeles County Waterworks Districts run a grass replacement program for customers in their districts, and its published terms state that artificial turf is not eligible for a rebate. The Metropolitan Water District's SoCalWaterSmart turf replacement program, which covers parts of the county, also says no synthetic turf is allowed. The Los Angeles Department of Water and Power runs its own turf replacement program and requires you to apply and receive pre approval before you start. Confirm that program's current rules for your property before you plan any work.
The practical takeaway is to treat rebates and artificial grass as separate tracks. A decorative lawn that no one uses may be a good rebate candidate. A courtyard, dog run, school yard or putting green may be better served by artificial grass built on a drained base. Whatever you do, wait for written approval before removing lawn if a rebate is involved.
State law adds urgency for commercial and association properties. AB 1572 bars potable irrigation of nonfunctional turf starting January 1, 2028 for commercial, industrial and institutional properties and January 1, 2029 for HOA common areas. The law does not specify a replacement, so owners should decide whether each strip of lawn should become plants, hardscape or turf.
How we phase work in occupied buildings
Many Los Angeles County jobs happen at buildings where people live or work every day, so the schedule is part of the product. For a multifamily building we typically divide the property into zones, finish one zone fully before starting the next and give you notice templates for tenants. Walkways stay open wherever possible, and we mark closed areas clearly.
For a school or church, we look at the calendar first and aim for weekends, breaks and evenings when the site is empty. For a commercial floor, we plan for curing time and keep the area closed until it is ready.
At each stage we document the work with photos and a short written summary. That record helps with property management files, board reports and insurers, and it makes later maintenance easier.
Property managers, schools, churches and homeowners
Property managers and multifamily owners. Courtyards, walkways, garages and pool decks take daily abuse. We plan work in phases so tenants keep access, and we document each area so your records stay clean.
Schools and public agencies. Public works contracts above a low dollar threshold fall under California prevailing wage rules, which include contractor registration and payroll reporting. If your district or city is preparing a bid, send us the plans and we will tell you what documentation we can provide.
Child care centers. Title 22, section 101238.2 requires cushioning under and around climbing equipment, swings and slides at licensed centers. We size a surface to your equipment and provide the records inspectors and insurers expect.
Associations and condominiums. A reserve study under Civil Code section 5550 is required at least every three years, and common area surfaces, walkways and turf belong in it. Civil Code section 4735 limits how far governing documents can go in prohibiting artificial turf, while reasonable design standards still apply.
Churches and homeowners. We schedule around services, school pickups and family calendars, and we leave the site clean.

- Note whether the site has stairs, tight access or limited parking for equipment.
- Tell us who approves the work: owner, board, property manager or district.
- Share any tenant notice or work hour rules you must follow.
- For a playground, list the equipment and the height of its tallest platform.
