Ventura County is compact but varied. Oxnard and Ventura sit on the coast with mild summers, while Simi Valley and Thousand Oaks sit over the hills with real summer heat, and Ojai and Fillmore sit in their own valleys. Each has its own water provider and its own rebate rules.
Turbo Surfacing serves the whole county with more than 15 years of installation experience for homeowners, associations, schools and churches. Here is what the public data shows about homes and weather in Ventura County, what the local water programs say about artificial turf, and what to bring to an estimate.
OpenStreetMap records White Oaks Park and Arroyo Elementary School as named local features; these map references are not Turbo project claims or confirmation of current public access. For a multi-site request, label the park and school photographs by address so their preparation allowances cannot be interchanged.

Ventura County homes by the numbers
The Census Bureau's 2024 five year estimates count about 837,000 residents in roughly 280,000 households. Owners occupy 64.6 percent of those households, and the median home was built in 1978.
That is a mid sized county with a high ownership rate, so a large share of our projects here start with a household or a small association. A 1978 median also means many garage floors, patios and walkways are more than forty years old. Lifted slab edges, stained floors and worn coatings are common reasons owners call.
Among the seven larger communities we list below, the median build year runs from 1970 in Santa Paula to 1987 in Moorpark, and owner occupancy runs from about 54 percent in Oxnard to about 79 percent in Moorpark. The county is small enough that a crew can cover all of it in a day, which helps with scheduling and follow up.
Coastal plain, hillside valleys and inland heat
NOAA's 1991 to 2020 normals, using the nearest station to each community, show a wide spread for a small county. Average July highs run from about 72 degrees in Oxnard to about 95 degrees in Simi Valley. Days at or above 90 degrees run from fewer than 2 a year in Oxnard to about 115 in Simi Valley. Annual rainfall runs from about 13 inches in Oxnard to about 16 inches in Santa Paula.
Of the seven larger communities, 2 sit within about five miles of the coast, 3 are five to fifteen miles away and 2 are farther inland. In practice:
- Oxnard and Ventura are cool and damp enough that drainage and slab moisture matter most for turf and floors.
- Camarillo and Santa Paula sit in between, with warm afternoons and moderate rainfall.
- Simi Valley, Moorpark and Thousand Oaks run hotter, so shade, color and maintenance planning deserve more attention on playgrounds and turf.
We look at the site before choosing materials, because a shaded courtyard and an open lot do not behave the same way.
Ventura County water programs and artificial turf
Ventura County has several water providers. Ventura Water, which serves the city of Ventura, runs its Water Wise turf replacement program, and its terms and conditions state that no synthetic or artificial turf is eligible for rebates. Communities served through Calleguas Municipal Water District, including cities and districts that receive water through Calleguas and portions of unincorporated Ventura County, can use the Metropolitan Water District's SoCalWaterSmart turf replacement program. Its terms state that no synthetic turf is allowed. Other cities and districts, including Camarillo and Moorpark, publish their own turf program information.
That makes the decision straightforward. Use a rebate project where the lawn is decorative and a planted landscape will thrive. Use artificial grass for play areas, pet runs, small side yards and spots where plants struggle. Many properties use both. Wait for written approval before removing any lawn if you plan to apply for a rebate.
State law adds a deadline for large properties. Under AB 1572, potable irrigation of nonfunctional turf ends January 1, 2028 for commercial, industrial and institutional properties and January 1, 2029 for HOA common areas. The law does not require a specific replacement.
Choosing a surface for three typical Ventura County sites
Because the county is small and the conditions are so varied, it helps to think through real examples.
A coastal association courtyard in Oxnard or Ventura. The common lawn gets damp mornings and light use, so the biggest risks are drainage and a base that stays stable. If the board is considering artificial grass, we look at how water leaves the site, where the irrigation lines run and whether the grade needs correcting first. A rebate may be worth exploring for decorative strips, but a courtyard that residents actually sit on may be better with turf.
A hillside backyard in Thousand Oaks or Simi Valley. Slopes, afternoon heat and shade patterns drive the plan. Turf on a slope needs careful anchoring and a base that does not wash out, and a seating area in full sun may need shade before any surface will feel comfortable in August. Epoxy or polished concrete on an adjoining patio should be tested for moisture and prepared for heat swings.
A church hall and play area in Camarillo or Santa Paula. Here the schedule is the constraint. We plan work around services and weekday programs, protect the entrance, and choose a surface that tolerates foot traffic. If children use the area, we size any rubber surface to the equipment's fall height and keep the paperwork you may need for insurers.
For each case we write down the existing conditions, take measurements and give you a written scope, so you can compare it against other bids on the same terms. Our crews can usually cover the county in a day, so follow up visits are quick.
Homes, associations, schools and churches
Homeowners. Yards, garage floors, patios and pool decks are the most common requests, and with a high ownership rate we often work directly with the household.
Associations. A reserve study is required at least every three years under Civil Code section 5550, so common area turf and walkways should be on the schedule. Civil Code section 4735 limits how far governing documents can go in prohibiting artificial turf, though reasonable design rules can still apply.
Schools and public agencies. Prevailing wage rules apply to public works contracts above a low dollar threshold, with contractor registration and payroll reporting. Send your bid documents and we will tell you what documentation we can provide.
Child care and church programs. Title 22, section 101238.2 requires licensed child care centers to cushion the area under and around climbing equipment, swings and slides.
Churches. Entrances, courtyards, parking areas and halls are common projects, scheduled around services.
